Short answer: from 1 October 2026, businesses on the WhatsApp Business Platform (API) pay for service messages — the free-form replies sent inside the 24-hour customer service window. Each business phone number gets 1,000 free service messages per month; from the 1,001st message you pay the utility rate for your market. Utility templates sent inside an open window are now billable too. The free WhatsApp Business app on your phone is not part of this change.

Last updated: 27 October 2026. Rates differ by country — always check Meta's official rate card and your provider's invoice.

What changed on 1 October 2026

Until 30 September 2026, replying to a customer who messaged you first was free on the API, as long as you replied within 24 hours. Now:

  • Service messages are charged per delivered message — whether a person, a chatbot or an AI agent sends the reply.
  • 1,000 free service messages per month per phone number. The allowance resets monthly, does not roll over, and counts messages, not conversations.
  • Rate: after the free 1,000, each service message is billed at your market's utility rate.
  • Utility templates inside the 24-hour window (order updates, booking confirmations) are no longer free and are billed from the first message.
  • Unchanged: the 24-hour window itself, marketing and authentication template pricing models, and the 72-hour free entry point after a customer clicks a Click-to-WhatsApp ad or a Facebook Page button.

Who is affected?

  • Affected: businesses using the WhatsApp Business API through Meta directly or a provider (Interakt, AiSensy, Wati, Gupshup and others), especially those with chatbots, support teams or high reply volumes.
  • Not affected: businesses using only the free WhatsApp Business app. Not sure which you use? Read WhatsApp Business API vs App.

How much more will you pay?

It depends on volume. A small shop replying to 600 customer messages a month pays nothing extra — it stays inside the 1,000 free messages. A support team sending 20,000 replies a month pays for about 19,000 messages at the utility rate, plus any provider fee.

Watch out for chatbots that send many short messages. A bot that answers in five separate bubbles costs five messages; one clear message costs one.

8 ways to keep your WhatsApp bill low

  1. Combine replies. Send one complete message instead of several short ones.
  2. Fix chatbot flows. Remove unnecessary "Thanks!", "Please wait…" and menu messages.
  3. Use buttons and lists so customers reach the answer in fewer steps.
  4. Answer common questions upfront — prices, timings, delivery areas — in your welcome message, catalog and website FAQ.
  5. Use Click-to-WhatsApp ads for campaigns: conversations that start from these ads get a 72-hour free window.
  6. Split numbers wisely. The 1,000 free messages are per phone number — but only add numbers that make sense for your business, not just to dodge fees.
  7. Check your provider's markup. Many providers add their own per-message fee on top of Meta's charge.
  8. Track monthly usage in WhatsApp Manager and your provider dashboard, and set alerts.

Is the WhatsApp API still worth it?

Yes, for most growing businesses. The API is still the only official way to send bulk messages, run chatbots, connect your CRM and handle many chats at once — and WhatsApp still gets far higher open rates than email or SMS. The change simply means efficient conversations save money. If you send campaigns, also read how to send bulk WhatsApp messages without a ban.
